These are cases where your business is fundamentally blocked by Google policy or systems, despite acting in good faith:

Google rejects the application due to internal policy changes or category withdrawal.

Google’s background or verification systems fail in a way that cannot be remedied (e.g. repeated system rejections with no actionable feedback).

Google identifies a structural eligibility issue that wasn’t reasonably detectable upfront.
Example situations that would not qualify for a refund
These are cases where approval fails due to information, cooperation, or compliance issues on the customer’s side:

Your business doesn’t have valid insurance, or the policy is invalid/expired.

Insurance or documents are in the wrong business name, and you won’t or can’t correct it.

You fail or refuse background checks if required by Google (DBS, identity).

You don’t provide required documents or stop responding.

You change your mind after setup has started.

The business is not legitimately trading, misrepresents itself, or tries to game the system.
